(CA) Forced out of apartment for 5+ weeks with no notice for construction legaladvice

My friend, who is over 60, disabled, and has Section 8 paying most of her rent, lives with her 18 year old son and a 16 year old foster son. On 2/10 (after enduring a couple weeks of very loud construction) they were informed that they had to leave right away so the construction could continue. She signed something, has no idea what it was or what it said, because she couldn't read it.

They were told they'd be out for a week and a half and given $400 for their trouble, but it has now been over 5 weeks. All of their belongings are still in the apartment, and construction workers are in and out moving things around and generally making messes.

They have pictures of the status of the place right now (including being able to see the sky from inside the apartment through holes in the walls/ceiling), and a signed note from the guy doing the construction that the place is not livable.

In addition they were given a formal notice that they had to move out completely by 5/16.

Section 8 will likely be negotiating to get a partial refund on the rent, but I am wondering: - Should the owners be helping pay for their living expenses such as temporary housing, expenses related to not having a kitchen, loss of food in the refrigerator, transportation costs, etc.? - She is worried about the fact that she has to move by 5/16 but has lost 5 weeks of preparation time. She has a lot of junk to get rid of, has lived there for 12 or 13 years, and like I said, is disabled. She also has no car. Can they enforce that date when she has not had access for all this time? - I want to help her because the many medications she is on make it hard for her to concentrate, remember, or understand what is going on. How do I get the property managers to return my phone calls?
