Plastic 110v power outlet box with filled in holes whatisthisthing

What is this thing? It is in a compartment under my RV refrigerator. There is current running to it, however there is no way to plug anything into it. It is screwed directly to the floor. It is two solid pieces of plastic. The top piece has recesses where plugs would go, and the wires running into the box are wired in to the back of it. The bottom piece attaches to the top piece to cover the wires. I'd like to know what is the purpose of this thing and if it is safe/advisable to replace the cover with one that has usable holes. Here is another photo from the side that also shows a box next to it that has one working socket. EDIT: I now know what this is: a wirecon receptacle. I noticed some nearly illegible text on the back that I had overlooked before. Still trying to understand the "why" though... EDIT2: Here is a picture of the wiring underneath
