Landlord legal advice. Can I limit tenants excessive use of laundry. legaladvice

I have a 4 unit building that has been great up until now. A new tenant moved in 5 months ago and since then others are complaining. We provide free washer and dryer in the basement and she has been doing excessive amounts of laundry. Other tenants can not get theirs done so I decided to set a specific laundry day for all the tenants of which they all chose and then let 3 as open days for a whatever goes kinda thing. The problem tenant frequently disregards the new rule and states I need to lower her rent if I am going to not let her do laundry everyday. I pay for the water and electricity in the basement. She is threatening to take legal action. My question is - in the lease she signed, it states that the landlord provides appliance which are refrigerator, stove and water/dryer in basement community area. She is to return them in good working order, etc. There is no where else in the lease that talks about laundry. Do I have grounds to add rules to the laundry room hours/days/limitations? And or even change it to coin operated? As the lease never mentions what does along with that appliance? Please help I am at my wits end with this tenant. Thanks! I am also in PA
