(TX) Condemn or at least close private property legaladvice

Hi legaladvice,

I live next door to a house that is basically falling apart. The back half was burned down in a kitchen fire and never replaced. The landlord does not intend to replace the kitchen or rebuild the structure. There are at least 3-4 children living with their parents in a 800(?) sq ft area, and I'm concerned about the structural soundness of the place and their safety. To add onto this, the tenants are a nuisance: constantly revving their engines at 12:30am, cooking on a grill in the front yard, and yesterday they added a refrigerator to their porch.

Is there anything we can do? I doubt this house is up to the safety code. If it helps, we live in Houston.
