Scumbag Landlord Denied a Walkthrough legaladvice

Background: I am a college student renting from a company that deals in renting houses to college students. The company has been neglectful multiple times, including taking over a week to fix a heating issue that caused the house to reach 40 degrees in the winter. The landlord himself had lived in the house before was well aware of the issue. Our electric bill reached 800 dollars that month, and he was well aware that would happen to.

Situation: In Kentucky law, the tenant is entitled to a walkthrough via statute 383.580 subsection 3. http://ift.tt/1Udd9kx. We moved out July 27, and request a walk-through within the week. The landlord replied to the email, stating they were busy, and never scheduled one. They mailed us our depost, minus 700 dollars in damages, without a walk through. Other tenants have since moved in. What actions should we take? Examples of bullshit charges include $50 dollars for "dirty refrigerator and freezer" which we very thoroughly, very specifically cleaned; 60 dollars for broken blinds, which we did not break; 20 dollars for "Left window curtains" which were there when we arrived; $35 for "dog chewed blinds" and we didn't even have a dog.
