What is a normal level of temperature fluctuation for a freezer? NoStupidQuestions

I just got a brand new fridge and the freezer seems to be having some trouble. The temperature fluctuates between 0f and 16f (-18c to -10c). From what I've read online, a freezer should stay around 0f. Is this just normal since the air temperature will change more easily than the food? Maybe since it's empty it just doesn't have any thermal inertia since every time I open the door all the cold air falls out?

Are there any refrigerator engineers lurking on reddit who can provide advice or assurance about this situation?
