Should I be charged twice for a tech not fixing fridge by replacing a working part, then coming back to replace a different part? appliancerepair

If he didn't fix the problem the first time why should I pay the 200 dollar service fee plus the part that wasn't the problem. I understand there is a process of trial and error, but why should I be charged for unnecessary parts. The problem is the refrigerator stays at room temperature and the freezer is -30 degrees. He replaced the temperature sensor and it did nothing. So now he wants to a different part. In total I'm looking at 600 bucks on a fridge I bought new from them two years ago. Am I entitled to not pay service fee for one of them?
