Pricing question for electrical work-- is this sale price reasonable? vandwellers

I am considering this van.

This person bought it for $3500 about $20,000 miles ago. It's an old church van. He says that the work he has done on electrical is worth $1500.

He has added a solar panel, two batteries to hold their charge, a voltage regulator, a thingamabubby that charges the batteries from the alternator/engine instead of the solar panel when the van is running, an inverter, and a 12v refrigerator. Is that $1500 worth of work?

I'm trying to figure out if $5000 for this van is worth it. It looks mechanically sound. Yet it's old, gets worse gas mileage than similarly-sized vehicles, and is not pretty to look at. The carpentry is rough. The current owner has put skateboard and radio-station stickers all over everything. The airconditioning doesn't work, and I anticipate having to add a heat source.

What's a fair price in your local market for such an item?

Personally, I suspect he overpaid when he bought it at $3500.
