Refrigerator/Freezer Question - Water/Ice Pooling At Bottom HomeImprovement

We have a side by side refrigerator (Whirlpool, I think?) that we inherited with the house we bought last year. Twice over the last 9 months we've noticed water leaking out of the bottom front of the freezer. I pulled out the bottom drawer to find that there was a layer of ice at the bottom that looked to be melting. Everything in the freezer was perfectly cold except for the back of the drawer that I pulled out, which felt rather warm. I looked behind where the drawer was and noticed a metal grate with what appears to be heater coils that were glowing red.

Does anyone know what's going on? Is the thermostat for the freezer out of wack? Is the defroster losing its mind? The freezer is set to the middle (recommended) setting, so it shouldn't be getting too cold in there.
