Refrigerator not cooling well appliancerepair

As the title says, my refrigerator (actually a refrigerator converted into a kegerator, but I doubt that matters) has stopped properly cooling. I've done some googling for troubleshooting tips, cleaned the condenser coils and ensured that the fans are running and there's good airflow. I also found that the line running into the evaporator coils is frozen as seen here. Based on what I've read, this most likely means that it's low on coolant. Can anyone confirm this? And possibly give me an idea if this would be worth the cost of having it fixed?
