Top mount GE refrigerator/freezer compressor won't activate. appliancerepair

So the compressor on my fridge won't turn on. Both the compressor fan and evaporator fan spin when it's plugged in. Also the interior lights are on. When I plug the fridge in, there is a single click heard from the motherboard (is that normal), but there isn't a clicking, humming, or movement from the compressor at all.

I took separated the motherboard, I noticed a burnt piece as if something blew a fuse which corresponds to the back of this piece boxed in red.

Can I simply replace the motherboard? How do I know if the compressor is bad?

Edit: Oh yea, I should mention the coils are compeltely free and clear of any ice/frost and there is nothing covering the vent for the fridge.
