Top shelf of the refrigerator always leaves a pool of water or ice in the middle of the rack. How can I fix this? fixit

This only happens on the top rack near the light bulb. Either it's a pool of water or it's a thin sheet of ice formation even when I reduce or increase the temperature of the refrigerator.
