Refrigerator electrical shock DIY

Hi. I'm having a problem with my refrigerator kegerator.

When the unit is not "on" (i.e. I can't hear the motor humming but it is plugged in), I receive a mild electrical jolt when i touch the handle, the metal strip, or the metal faucets coming off the side.

 

The painted surfaces do not conduct, and I do not receive the shock when I am wearing shoes. I only receive the shock when I am bare foot on the concrete floor. I do not receive even a mild shock when wearing shoes/sandals. I do not receive a shock when the electrical hum turns on, with or without shoes.

 

The previous owner reported no similar problems. If I recall, it was on a linoleum floor (this was a craigslist purchase). The wheels are hard, like an old school office chair.

 

I have checked for any exposed wiring coming into contact with the frame and don't see any. There is no cover for the YT relay pictured. I am a novice but I know not to screw with anything while its plugged in, and if there is no obvious cure I can call someone more qualified.
