Refrigerator Efficiency Help Appliances

We just moved into a new apartment 10 days ago. I could tell immediately the top/bottom refrigerator/freezer (5-10 year old Hotpoint) was not running well. A small amount of water in a plastic cup would take all night to freeze, and even then be slick. Definitely not low enough temp, maybe just barely 30-32F.

I let the landlord know, and he swore he cleaned the coils, but we tilted it and pulled at least 8 cubic inches of dust out from around the coils. This was all done by hand and with a handheld duster. Some dust still remains in very hard to reach areas, like behind and around the compressor, and under and around the drip pan.

The machine is working much better than before. Things freeze faster and more solidly. But if I had to guess, I would say still the temp is not low enough -- maybe hovering around the mid-20s. We have some bagels in there that still haven't frozen solid. The cold setting is turned to its highest level. I can hear the compressor running almost constantly.

Is it worth removing the drip plate and unmounting the compressor to get the rest of the dust out, or does it sound like this machine is just at the end of its life? We pay the electric bill in this place, and my wife will need to freeze breast milk when our son is born next month. So we need this thing working well and efficiently.
