Does adding a cover over top of a heat pump heat transfer unit improve efficiency when frosty? AskEngineers

I've just had two heat pumps put in and where I live the temp can go down to minus 7 on a winter night.

My neighbor who manages the crew for industrial refrigerators told me that if I put a cover over the top of the unit it would reduce the frost on the unit and costs associated with running it.

Sounded strange to me. Is he making sense?
