Cockroaches in new apartment Advice

My SO and I recently moved into an apartment. The first night we were there, with no food or furniture and only our sleeping bags, we counted 14 cockroaches. We told the office the next day, and the day after that they got an exterminator out to fumigate the place. They told us we might see a few for a little while, and we accepted it.

Unfortunately, its been a week and it seems like they're increasing again. We told them about this and they said they'd check it out. They did tell us they would fumigate again in the second week of July. My SO's recently found a roach traveled with him to his parents' house and is understandably very upset.

We sent them an email, and we plan to meet with them tomorrow. My main questions are

-Everyone we talk to says they should have tented the place to get rid of them, not just fumigate our one apartment. I looked up info online that stated places only tent for termites, not roaches. Is tenting an option at all?

-How long is it supposed to take from fumigation until we stop seeing the roaches?

-We've put down Raid traps and diatomaceous earth all along the boarders. We also have a cat, which is why we've avoided borax or boric acid. Is there anything else we can do that's still pet safe?

-Should we just start looking for another place? I'm worried it's going to be difficult, but we absolutely cannot live in a place with a serious roach problem, especially since we've done nothing to attract them (I only yesterday bought food and have kept literally everything, even bread, in the refrigerator, as well as immediately taking out all trash and washing all dishes).

Just - what exactly are we supposed to do in this situation, and is it salvageable? I love everything else about the apartment. It's in a great location, nice ammenities, reasonable price, and I only have to have a one time deposit for my cat where many places have cat rent, if they allow them at all.
