Water dispenser no longer properly cooling fixit

Recently it seems my water dispenser has stopped properly cooling water. The compressor will come on for 5min or so then shut off for an hour. The water is not at all cold and the attached refrigerator is slightly cool. After powering it off for 12+ hours a few times and then back on, the compressor turned on on for a couple hours and properly chilled the water tank (left a ring of ice in the tank which I believe is how it is designed to work).
This makes me think that the compressor is still working and is still charged with refrigerant. I thought it might be the thermostat but there are two of them (one for the refrigerator compartment and one for the water tank). They seem to be wired so either of them will trigger the compressor so it would seem unlikely that both died. I also adjusted them both to max coldness while troubleshooting.

Any refrigeration experts want to tell me what might be the issue and if it is worth repairing? It has been in operation for around 5 years now with no problems.

Here is the circuit diagram. It is pretty simple no computer controller, just a clock display.
