How do I clean window sills, cobwebs, constant flies?

I am missing 2 interior doors (bedroom and bathroom). I've tried countless times researching to get them fixed but I always come up empty handed. I hope this is the final attempt needed! :)

Carpeting feels gross, refrigerator is rusting then spray-painted by maintenance man, stove and microwave have layers of caked on grease.

No pictures or other homely decorations. I'm open to any and all advice here. Money is no object. :)
I pay $1,700/mo+ to live in this 2 bedroom/2 bathroom lakefront apartment and I feel I am not getting my money's worth at all because of my own living mistakes.
