Is it OK for homeowner to turn city water off at the street? HomeImprovement

Family member went on vacation. Every year something in the house springs a leak while on our watch. There's a ball valve on the city-side of the meter and it leaks (doesn't stop flow when closed). The saddle valve for his refrigerator is leaking down onto his hot water heater (he did it) and there are no valves between the saddle valve and the meter. Am I good to turn the water off at the street for a bit or do I need to call someone?

What am I getting myself into? I'm expecting a pentagon bolt on top of the street valve cover. What shape is the street valve?
