Apparently he does not pay rent, but lives with the woman who does (as explained to her by us when they moved in). He goes off his meds and starts screaming obscenities about once every week or so. When he's by himself he slams doors, kicks walls, breaks vases... not sure what he does up there but it sounds like he knocks over the refrigerator last night. Our apartment managers refuse to do anything about him, though they say they've given them warnings. They claim they work for Homeland Security, which makes the whole thing really weird. He continues to scare the shit out of us since we live directly below the apartment and this will last well into 1 or 2 AM on week nights. We're still locked into a year long lease and these people just moved in. We just want to live peacefully as we've been doing the last year. We tried to deal with the issue of loudness with them when they first moved in and thought we had it resolved (we even baked cookies for them). But now with the crazy behavior, I'm too afraid to approach them. Is there anything we can do?
