Why is the sugar in every Asian restaurant clumped? AskReddit

It never fails. Every Asian restaurant I have been in from Chinese food to Sushi places I reach for the sugar for my tea and the sugar in the packets is clumpy and sometimes unusable. I get the feeling they put it in the refrigerator where it gets damp - it isn't like there are water stains on the packets or anything.
