Texas- Where should we start in order to adopt a little girl and make sure her mom will never be in the picture legaladvice

My wife has known this little girl ever since she was born, my wife's mother and her raised the girl until she was 3 years old. After she turned 3 her mother who finally got out of jail wanted her daughter back. So she regained custody of her daughter, this woman is from Honduras and was deported but not before she had two other kids. A man that was a friend of the little girl's mother (this friend was just a guy that bought alot of drugs from the mother so basically he befriended his dealer) gained some type of custody of them and took care of them. This is where me and my wife came into the picture, my wife would babysit them because the man would leave to work. There are about 6 months of this and the little girl's mother finally came back to the United States and took them back, even though this guy did drugs he provided for the little girl and her sisters. They had their own separate room they had food in their refrigerator he made sure they did their homework and were always at school, but somehow when this lady came back to the United States she regained custody the of girls. The little girls mother is a horrible person, she has done things to these kids that are sadistic it's scary, but for some stupid reason child protective services always gives this lady back these kids. At this moment my wives father is taking care of the little girl, but it's not the best situation either, recently the little girl has been staying the weekend with my wife and I, we are not rich and all but we have a good apartment and can probably provide for her better then my wife's father or the little girl's mother and also provide the little girl a safe place to go home. So what I want to know is what can I do to make sure that if we were to somehow adopt this little girl that her mother would not just be able to get out of jail and come pick up your little girl, and ruin her life, and a matter of fact what can be done to make sure her mother stays thousands of miles aways from her.
