We've been really, really understanding with our apartment complex, but now it seems that the management just doesn't care about their residents; it's a big company that owns dozens of properties around the parish. Our most recent issue is kind of what broke the camel's back, but I want to go back through what's happened in the 18 months that we've been here.

Upon move in, we discovered that there were stains on the kitchen counter, a broken toilet paper holder, and a broken light bulb in one of the bedrooms. All of this was reported to the office.

The AC froze over several times last summer, it took a few calls before they finally figured out the problem (freon).

The toilet in the master bathroom came near close to overflowing every time it was flushed. It took a couple of days before they showed up, left us a "maintenance was here" paper, but no information on the toilet. The next day we came home and the toilet was gone with nothing covering the big, smelly hole in the ground. Third day a toilet was put back in place (no mention if it was new or fixed or whatever). Still doesn't work, but we have two other bathrooms to use and we don't plan on staying here forever.

The fridge started making crazy loud noises. It took almost a week for someone to come look at it. We didn't go to the grocery because we weren't sure when/if it was going to go out and we didn't want to waste a bunch of new food, so our eating out expenses were ridiculous that month. After another week and an irritated call to the front office, we now have a smaller refrigerator that doesn't make noise. No idea if new.

A week later I notice a very light yellow stain that is barely detectable on the ceiling of the kitchen. We file a maintenance request about a possible leak. About a week later, the spot has grown to a bubble and we call the office. They just give us something like "they'll look into it." The next day we come home and the bubble has burst and parts of the ceiling are hanging. We call the after hours emergency line three times, they say that they're calling the maintenance person on duty every fifteen minutes and he hasn't picked up. That night part of the ceiling literally falls off. We check all over the apartment to see what could be leaking. Surprise it's the broken master toilet. We figure out how to stop that leak and we call and visit the office over the next two days. There's an new hose on the toilet the next day and the ceiling is fixed the third day after it falls.

Most recently our AC has started to freeze over again. We submit a request and days later I let a maintenance guy in. He checks that the AC is off, leaves, gets on the roof, comes back a little later and turns the AC on. He doesn't say a single thing to anyone the whole time. AC is still freezing. We keep it off during the day (leave fans on and lots of water for the cats) while we're at work and turn it on while it's not frozen. The way that it works right now is that we can either run it night while we're sleeping and have it freeze over by morning, or we can run it during the day and sweat it out while it defrosts at night. My SO called the office and they say "the key maintenance has for your apartment doesn't work anymore. Someone has to be home during the day so they can access your apartment." We can't do that because we both work during the day at jobs that need more than a days notice to get off. They say to call the emergency line when we get home. We call the emergency line and, lo and behold, they can't get in touch with anyone at the property. I call yesterday and they seem very irritated with us and said that "our assistant manager was going to call you to ask if we can change the locks." I tell her yes, please do that. I tell her thank you and she hangs up on me. They're supposedly changing the locks today, but we'll see. It's been three weeks that our AC has been doing this. Our energy bill must be insane this month because the AC doesn't shut off if it's frozen.
Sorry, I know that's a big ol' wall of text, but I broke it down as best I could.
At this point I don't know what to do. They seem to not take making sure our apartment is livable very seriously and get angry when we question why something isn't fixed.
We especially need to make sure that our living situation is kid-friendly because whenever my SO's Ex goes nuts every once in a while, she usually calls CPS and they always come out to check on us. We're hesitant about moving because the Ex moves/changes their schools often and one of the kids is experiencing a significant amount of anxiety from it.
TL;DR Apartment complex is getting angry with us because we have to continuously call them to fix things like leaks and our AC. We are unable to move at this time.
Where do go from here? Is there anyone we can talk to/report this to?
