Help me figure out a fair breakdown:
For reference NIS = New Israeli Shekel. 4 NIS is equal to $1. The average salary in Israel is around 9,000 NIS or $2,300.
I'm starting a new position next month that will pay at least 14,000 NIS ($3,633) and up to 25,000 NIS ($6,500).
My gf (of 2 years) will be starting a job in December that will have a range of around 7,000 to 8,000 NIS ($1,800 to $2,000) a month.
We're looking to rent an apartment for 5,500 NIS ($1,400). We're meeting with the landlord tomorrow. Plus an extra 800 ($200) NIS in bills covering internet, city tax, and utilities.
COSTS: Monthy shared cost 6,300 to 6,500 NIS ($1680). She also has a car that will cost 1000 NIS a month. I'd like her to shed the car but that's not happening. The car means we have to rent an apartment with parking (rare and more expensive).
My guaranteed salary 14,000 NIS ($3,633). Her guaranteed salary 7,000 NIS ($1,800).
I've proposed she contribute 1500 NIS ($400 - roughly 25% of her monthly income) a month to the bills/rent and I cover the first month 100%. I will also cover additional moving costs along with a refrigerator and washing machine. After the first month I would like to pay around 4,700 NIS (roughly 33% of my guaranteed income) and split the bills (around 400 NIS a month).
My Proposal: So I would pay 4,700 NIS ($1,200) rent plus 400 NIS ($100) bills (+ moving costs and new appliances). She would pay betwen 1200 to 1500 NIS ($300 to $400) a month.
Her proposal: I pay whole rent 5,500 NIS ($1,400) (+I'll still be paying moving costs). She covers bills 800 NIS ($200) plus food costs (this is unrealistic to me having lived with roommates, we don't always eat the same thing).
I'd like to make it work with her but she seems unwilling to budge from her offer of just paying 800 NIS ($200) for bills. This would be her first time away from home and I think she's being unrealistic about the cost of living on her own. I'm willing to shoulder a majority of the initial costs and if my job takes off, certainly cover the whole rent.
So r/personalfinance, what do you think? Can you help us find some middle ground? I don't think we're that far off.

I'm from the US but working in the Israel hi-tech startup sector. In August my last startup ran into funding trouble and I lost my job in a downsizing. I racked up about $4,000 in credit card debt during that time as I had to travel to a wedding and to interviews with companies in the US. Having accepted a job in Tel Aviv I'm ready to take the next step with my gf of two years and move in together.
