My sister refuses to bury my mother's ashes and is causing our family great pain. Advice

Sister is highly functioning as an adult in her 30s, but emotionally is very dysfunctional.

For four years she has held onto the ashes and she believes she should keep the ashes on her refrigerator and the family should visit her there. Obviously she is hurting inside but she doesn't realize that this is not normal. Any attempt to explain why it's not normal is met with criticism and denial.

I don't know how to get through to her. The ashes are in an urn and her grandmother recently passed away and is having a funeral this coming Monday.
