Hello everyone,
I have this problem within my home network. I started to notice it while playing some particular games. The problem is that my latency randomly spikes to 200-500ish ping every few seconds. Now the weird things is, in some games this doesn't seem to affect the gameplay. But in some it does heavily.
For example: In csgo(counter strike), my ping is constantly 40-50 and never spikes, but when i keep the ping command running in cmd, it doest actually still spike, just doesn't seem to happen in csgo.
But while playing Path of Exile or Playerunknown battlegrounds, the game gets close to unplayable because every few seconds i get warped back and my latency sees a spike in the game.
When i ping 8.8.8.8 in the cmd it always outputs something like the following (see picture) http://ift.tt/2oc2qPA So 2 things happen here, the request timed out and the ping spikes.

Some more info about my network: I have the modem and router in the basement, this is connected to a following wireless router upstairs. This wireless router is connected with a smart TV and digital TV, and also with some tablet/smartphones which use this wifi signal. The signal isn't strong enough to reach my room + my desktop doesn't have a wifi network card. So in the basement there is also a powerline plugged in which connects with the powerline in my room, in this powerline is an ethernet cable going to my pc/laptop. I get the same ping results on my desktop and on all laptops.
When i ping 8.8.8.8 on my laptops, it also gives some lagspikes, just smaller ones (up to 150-250) but still gives some request timed outs
I really have no clue what to do next, i've looked around and some people say i should flush my dns, reset my router, that it might be some electrical things like refrigerator etc ruining the powerline connection.
I thought i'd ask some experts here that could help me look in the right direction.
