[OH] What is a vehicle in Ohio? legaladvice

The Ohio Revised Code says:

The state of Ohio's Revised Code literally defines police vehicles to not be vehicles, but... that doesn't compile.

But anything on wheels (or "runners", with exceptions) is a vehicle, so it says. Is my refrigerator a vehicle? It's on four wheels. Are computer server racks vehicles (until their legs are raised, removing their wheels from the ground)? What exactly are "runners", and what's an example of runners without rails or tracks (don't think that would be a kitchen drawer)? How was this law written? If I simultaneously take three or four wheels off of my car to change its brakes, is it still a vehicle to the state of Ohio? If I had four wheels off at the same time, did I manufacturer a new vehicle when I put the second wheel on? Am I more fucked in the head than this legalese is?

Why aren't laws, new or legacy, subjected to the same scrutiny as peer-reviewed and function-tested code?

Chapter 4501: MOTOR VEHICLES - DEFINITIONS; GENERAL PROVISIONS

4501.01 Motor vehicles definitions. As used in this chapter and Chapters 4503., 4505., 4507., 4509., 4510., 4511., 4513., 4515., and 4517. of the Revised Code, and in the penal laws, except as otherwise provided:

(A) "Vehicles" means everything on wheels or runners, including motorized bicycles, but does not mean electric personal assistive mobility devices, vehicles that are operated exclusively on rails or tracks or from overhead electric trolley wires, and vehicles that belong to any police department, municipal fire department, or volunteer fire department, or that are used by such a department in the discharge of its functions....
