ROPER Model RT21AKXGW00, 19 years old. Freezer on top Fridge on bottom.
The Problem is that the fridge and freezer are not getting cold enough. The fridge is not too bad, it floats around 40-45 degrees. The freezer is at about 15-20 degrees. Water is freezing but ice cream is very soft. The compressor is running constantly. It only stops when its defrosting
I did some research have done the following:

Cleaned the Condenser coils under the fridge, and the area around the condenser. (Before) They were covered because I did not know that I should have been cleaning them. I was able to clean them pretty good with a vacuum.

De iced the Freezer. The Drain Tube gets frozen and water sits in the freezer under the plastic plate and freezes and builds up. Eventually this causes water to run into the fridge. I started just putting a bowl in the fridge to collect the water, instead of taking the freezer apart to get the ice out. so this is the most ice that I have seen in the freezer.

Confirmed the fan in the freezer is spinning and circularizing air.

Checked the seal around the fridge and freezer doors. They are in good condition and are sealing very well.

Made sure the light is shutting off when the door closes.

Set the Fridge and freezer to the coldest settings.

I know the defrost is running because the compressor stops and I can hear water dripping on the heating element.
When I had the back panel removed in the freezer I plugged the fridge back in, and let it run for about 15 minutes. I observed that the top 75% of the evaporating coils got a small layer of frost on them, but the bottom 25% did not have any frost. I feel like this might be a symptom of the over all issue of it not getting cold enough.
I know nothing about appliance repair, but I am generally handy and was hoping to be able to research and fix the problem. I really don't want to buy a new fridge right now, nor do I want to pay half the cost of a new fridge to repair a 19 year old fridge.
