How is an East Village sidewalk homeless encampment allowed to remain? AskNYC

On the south side of East 10th Street between Avenues B and C in front of a seemingly-abandoned building, there is a sidewalk homeless encampment complete with a refrigerator box living space, mattress, numerous shopping carts of belongings, etc.

I am wondering how this setup has been allowed to remain. I've walked by it numerous times and nothing has moved, so it's not like it gets broken down and reassembled later. Obviously being in front of an abandoned building will cut down on complaints, but still, someone living outdoors full-time on the sidewalk seems like something the NYPD would be interested in.

Disclaimer: This is not an anti-homeless post, I'm just genuinely curious.
