Fridge sits around 50-60F and freezer is 40-50F. No error codes, all lights and fans are working and the compressor is running nonstop. I looked at the back and it seems like one of the lines have ruptured?

Is it possible to repair it ourselves or do we need a technician? Also, is it possible to get a general estimate of how much it'll cost?
Fridge is about to turn 2 years old from its manufacturer date (1/2015). Appreciate any comments!
