Workarounds for an inconsistent refrigerator (too cold)? Cooking

I live in an apartment with a refrigerator provided by the landlady, and while it does its job most of the time, it has a tendency to fluctuate in temperature pretty dramatically. This became a significant problem when I put a whole brisket in the fridge overnight and it froze solid. When this happens to ground meat I usually just defrost it in a microwave, but I don't want to do that for a good cut of beef.

I currently have the brisket sealed in a plastic bag in the sink with cool water running over it. Are there any other defrosting methods that I can have in my arsenal for if and when something like this happens again?
