Landlord refuses to fix electrical issue which disabled our refrigerator, another working fridge at house (CA, USA) legaladvice

Hello all. So my wife and I live with her grandmother, who has dementia. She has always had her own fridge in the kitchen, and we use a fridge in the garage. Our fridge has been disabled due to a "power blink", or an intermittent loss of power which causes the compressor to continually reset, rendering the fridge unable to cool.

The landlord refuses to call an electrician, saying since there is a working fridge in the kitchen (for some reason it works fine), she does not have to replace the garage fridge or call an electrician to fix the power blink, and is claiming my wife and I are responsible for remedying the situation. Problem is, grandma's fridge is constantly full since she is basically stuck at home and eats the vast majority of her meals there, and she has thrown away food of ours before.

We have a 12-month lease currently which has no clause that states we, the tenants, are responsible for repairs. Is my landlord violating the "implied warranty of livability" by refusing to fix the problem? The way my wife and I see it, we cannot store perishable food at home, which is certainly a livability issue to me. Any other information would be greatly appreciated.
