Not sure what's wrong with my refrigerator not producing ice or streaming water fixit

So my fridge stopped making ice and water is no longer coming out of the dispenser. I looked online and it seems like it's always either the line or the water valve.

So my fridge runs the water from the wall to a filter, back down to the water valve and then to the water and ice dispensers.

I checked the psi and it's good.

I checked the connector hose and it's clean but I can't blow through the hose from the supply to the filter. I have the filter plug installed so if I remove the plug I can blow through it.

If I push the water dispenser button I can hear the electrical motor sound like it always made. I don't have a voltmeter to check if it's my water valve.

We've always had very low pressure, (even when it was brand new) with water coming out of the dispenser when using a filter. We decided to use the bypass plug because it was the only way to get water out of the dispenser. Now I can't even blow through the line unless I remove the plug.

Would I not be able to blow through it if the valve was bad? Or is the problem with the filter if I can't blow through it with the filter plug installed?

Appreciate any help or advice.
