Which gauge wire for multiple appliances (China) electricians

We have 4mm2 wiring in a place where we want to power several appliances such as a water heater, refrigerator, lights, and a commercial oven. The wire is not a single-core but several-stranded. According to this it's enough for 14 amps. At 220V that's only enough to carry 3080 watts. The water heater is 2000W, lights are about 100W, fridge is 100W, and the oven is 4000W. Now I'm not sure if those watt ratings on the appliances mean they constantly run at that wattage or if they switch on and off. The fridge's energy label says it only uses around 1KW per day which suggests that it cycles on and off. The oven alone is beyond the capacity of the wiring and I assume it runs constantly until fully heated. So we're definitely looking at upgrading the wiring. My question is, how do I determine which gauge wire is sufficient? The outdoor line is 10mm2 so that's as much as the whole building can carry. Should we go ahead and use the same wire indoors? It would give us room to grow if we need a bigger oven.
