Twice today I'm looking through the comments and I see someone mention that if a woman doesn't want attention she shouldn't dress "that" way. Or I'm with a guy friend and we see a girl in shorts and a t-shirt and he says she shouldn't dress that way.
Ok, how should those women dress? Should they all be wearing sun dresses and big hats? What? You can still see the outline of her body? Oh, well then let's give her a loose top and some leggings, now she's covered from head to toe. What? You can still make out her female form? Well, we've got a refrigerator box that we can spray paint pink and cut an eye hole in. What? There's obviously still a woman in there? Fine, forget the pink spray paint.
Another thing, what does changing the way she's dressed do? I can imagine that a man might think she's dressed that way for attention and is then confused when she doesn't want to be approached. "Well, why would she dress that way!" She doesn't care if her outfit frustrates you. It's always your own responsibility to control yourself. It's never acceptable to give in to your baser instincts no matter how hard others make it for you.
If it's a matter of decency then that's like, your opinion, man. If you really think women dressing a certain way makes society any better or worse then demonstrate how. Otherwise, it's all based on your own personal opinion and if you're not in a place of authority no one has to listen to you. But don't worry, you can dress however you want without caring about what anyone thinks too.
