Fridge makes loud compressor sound when it starts cooling, quiets down after 15 seconds. Low refrigerant? HomeImprovement

I noticed this morning that my 19 year old refrigerator was abnormally loud when it first starts running, but quickly gets quiet. Could this be caused by low refrigerant? I don't think it's caused by bad mounts, the coils have been cleaned in the last year, and it is cooling just fine otherwise.
