Cooling A Carboy Without A Fridge? Homebrewing

Hello everyone! So I've brewed my third beer, and I was wondering if anyone might have some tips on keeping the carboy cool without a refrigerator. I just bought a keg so I'd rather not buy a mini-fridge just yet (priorities out of order, I know)

For my last two brews, I placed my carboy in an oven pan and put ice packs in there daily. As you might suspect, this was rather inefficient.

I have an ice chest in my garage that might reach a bit more than half the height of the carboy, presuming the carboy actually fits in there. Should I find a balance between cool water + ice to maintain optimal temperature? Or is there an easier way to go about this? I realize an actual mini-fridge is the best option here, I'm just looking for a decent workaround for the time being.

The optimal yeast temperature range is 65F-69F. Thanks in advance everyone!
