We are unsure on how to proceed, police officer says it's a civil matter and refuses to file a report. legaladvice

We own apartments in a small town, a tenet leaving our apartment took the washer a dryer we provided and tried to take the refrigerator. We first called the police dept and they showed up but let the guy go, when we got down there the officer that arrived (allegedly related to the tenet) said it was a civil matter and that there was no report to file. We stated we would like to press charges and the officer continued saying "it's a civil matter". The officer followed us out yelling "you need to learn how to be a landlord". We are at a loss as to what to do and how to handle the situation. The city is bonne Terre in Missouri state
