Perhaps this was a fool's errand, but I bought this fridge for $150, knowing that it wasn't cooling. Whether that was a great deal or a stupid idea remains to be seen. Yes, I transported it on it's side, but it was only on it's side for approximately 1.5 hours and I let it stand upright for 8 hours before plugging it in.
In normal operation, it does not cool at all. The fan in the freezer runs, but it is not cold. The two fans in the fridge (at the top and on the side that go to the door) do not run.
When I place the fridge in test mode by pressing the button on the PCB one time, all fans run, but it is not cool.
I think the compressor is running, but it's really, really quiet. When I place my hand on it, it is room temperature or just barely warm. I can feel movement inside. The LED that is supposed to indicate compressor problems does not flash either in regular mode or test mode.
There are 3 pins on the compressor in an upside down triangle shape. Measuring from top left to bottom measured 8 Ohms. Infinite resistance between other combinations.
I'm an experienced and adventurous DIYer, but I have limited experience with electronics, though I do have my trusty multimeter and I can google with the best of them.
