Why do LED's flicker on tv ir wobble when viewed by the naked eye? technology

I was in the TV industry for a long time and have noticed LED headlights and computer screens flicker...which is odd to me considering current monitors (4K) which can redraw screens at an average of 60fps are reading LED's in a similar way that old tube TV's were reading a computer screen refreshing 525 scan lines. It's a different technology and I'm a bit unclear as to why LEDs tend to "flash". Another thing, when I was growing up, I noticed the LEDs on say, a clock radio or a refrigerator tended to "wobble" as I approached or moved side-to-side while looking at it. What exactlay is going on here?

My co-worker is having a slow day and came up with something really funny:

IT as ham sandwich

On-prem: you make a ham sandwich

SaaS: You order a ham sandwich from jimmyjohns.

PaaS: You go to subway and eat the ham sandwich you made. They are surprisingly okay with this.

IaaS: You go to subway and buy a ham sandwich

Virtualization: You jack into the matrix and your residual self-image eats a ham sandwich

Disaster Recovery: Your house burns down. You move in with your buddy, with whom you’ve stashed a ham sandwich for just such a situation

Data Breach: You wave hi to a neighbor one day, then open up your refrigerator and see that someone has gone through all of your sandwich supplies. Everyone in the neighborhood knows exactly how much ham you have.

Working in IT sales: You knock on all 50 of your neighbor’s doors looking to see if anyone wants a ham sandwich. 40 aren’t home. 5 answer the door and say they don’t eat food. 1 eats a sandwich, 3 aren’t hungry now but will keep you in mind when they want a sandwich, and the last one says he absolutely needs a sandwich right now, then vanishes into thin air. You run into him three months later and he tells you he decided he would just lick the sidewalk because it was cheaper.
