Samsung rs263 refrigerator. Keeps forming a big ice chunk around this area that prevents the fan from spinning. What is this part and how can I prevent it from icing up? HomeImprovement

De-iced this thing 3 times now and it's driving me crazy that I have to keep doing it every few months to keep my fridge running.
