Food cannot leave the building. A question you may be able to answer? AskCulinary

Ohio laws (any state laws) are a labyrinth, so I thought maybe one or two of you could know, or give theories on, the answer. My husband just got a contract to build an enclosure for a diner moving into a new commercial building.

He has to enclose a staircase for the employees to move food products from the restaurant to the refrigerator/freezer storage area. Apparently they were told they cannot move any foods "outside" in transport. Any ideas why a one minute walk outside would become a problem by law?
Seriously, it's a good job for him but I'm curious as hell.
