This saves energy, it useful during a power outage, and can be useful in an emergency.
Water is a very good at holding it's temperature. Better than air. Once the refrigerator has made the water cold, it will stay cold without requiring much more work from the refrigerator. Unlike empty air, which can be easily replaced by warmer air every time you open the door.
Also, the cold water will help keep other things cold if the power goes out for a short amount of time. In a short power-outtage, if you open the frig to get something, the cold water will help cool the new warm air you introduced into the frig.
Finally, it never hurts to have a bunch of bottles of clean water in the event of an emergency.
