What amp reading should one expect on a refrigerator compressor without a working start relay? refrigeration

Would it be close to LRA?

Embraco rated 15 LRA, and it's in an LG LSC27931 side by side refrigerator.

It's showing about 13.6 on start, and of course cuts out on overload within a few seconds.
