No I'm not talking about a refrigerator compartment, I'm talking about a block that can change the temperature of a area. I think it's affect should extend to 3 blocks away from it. Snow will form when it rains, water will turn to ice and lava will turn into obsidian, so long as everything is inside the area with the affect. The only time this will not make snow or ice is if the freezer block is placed in a desert or the nether. Desert biomes will get rain in the area though. One constant affect though is to allow Snow Golems to exist in the area. To make the freezer block you need redstone, stone bricks, diamond and ice making the silk touch enchantment necessary. I think the crafting recipe should look something like this:
[S. Brick|Diamond|S. Brick] [S. Brick|R. Stone|S. Brick] [S. Brick|Ice |S. Brick]
