Requesting solutions for moving a copper pipe out of the way. Plumbing

Hi Guys,

I have this area in my house that's closed off with drywall, but there's just a big empty space behind the drywall. I wanted to install a little shelf area contained inside so I have a little storage area (more like a place to put my cat's litter box so I can have guests in my bathroom. )

My problem is that in order to have a completely perpendicular insert into the wall, I'd need to move a copper pipe out of the way and put a 2x4 there instead as a part of the frame for the storage area. Image Here

Now ideally I'd be able to move it a few inches out of the way entirely, but I'm assuming that would mean I'd have cut through the concrete foundation which is probably stupid? (correct me if I'm wrong and this is actually ok. I'm in Southern California)

So my questions are: - what would you guys do in this situation? - what tools might i need for the proposed solution? - why are there 3 pipes (Pipe is a refrigerator water supply)

Let me know if I need to provide any other information. Thanks guys!
