Everything is in the title.
SOE just need to add basic cooldowns to containers and random items, like two minutes or more for a refrigerator and that's it. Sure, some people might camp an area and wait for the loot to respawn, but honestly that's the best you can do, and it could lead to interesting situations like other players trying to chase these people from the said area.
If you add other factors like if X player is in loot location = loot doesn't spawn, or things like that, it's the guarantee to never find loot on populated servers and will frustrate people more than anything.
tl;dr : Add cooldowns for loot respawn, adjust them for the rarity / power of said loot and that's it. No other factors. Like that if you don't find something, you just come back later. Best guarantee for players to find something and don't feel frustrated by things they don't have any control on.
tl;dr2 : Loot respawn SHOULD NOT be affected in any way by a potential player presence or not. The map and the servers are way too crowded right now for this method to properly work.
