Looking for some budget recommendations to help a kitchen from the 70s HomeImprovement

Somehow missed the black flat top stove, black french door refrigerator and a portion of the backsplash sloppily painted white. We are on a pretty tight budget and I'm just looking for things I can do relatively cheaply even if they are labor intensive. IMO the two biggest problems are:

1) The cabinets are an awful dingy off-white/yellow from years of neglect and smoking. Not to mention the paint job was pretty terrible to begin with. The combination really makes the room feel grungier than it is...I think after refinishing these it will make a huge difference.

2) The color of the backsplash (which has also been sloppily painted white in a few spots) and to a lesser extent the counter. Although I like the counter to an extent, just not with everything else.

So the first thing I'm going to try is refinishing the cabinets and testing painting over the backsplash. I know painting on tile isn't exactly recommended but I don't need a permanent fix...hopefully I'll have the budget to do a lot more in a year or two. Unfortunately a new counter top probably isn't in my budget right now...I saw some people painting those but I'm a little leery still.

Any suggestions on color for the cabinets/tile? (seriously, I'm clueless) Tips/tricks or other suggestions? I've done quite a bit of research and feel fairly comfortable with both parts but I'm always open to an outside
