ELI5: How come we are still using IPv4? Why aren't they all used up? explainlikeimfive

In a lecture 2002 it was said IPv4 adresses are limited and soon they are all used up. It was said 2 years from then at the latest (2004) all IPv4 would be gone and we would have to find a new solution. Multiple articles followed in the following year each saying we have to use IPv6.

10 years later we are still using IPv4.

I would even say that by today's standard we need a lot more IP adresses than 10 years ago. PC and Fax/printer were the standard back then but today there are a lot more cellphones, webcam for home security and even some refrigerator are IPv4 capable.

When are we going to run out of IPv4 adresses and when do we really transition to IPv6 (as in abandon IPv4)?

I'm confused because there is a paper that claims we will run out of IPv4 adresses in 15 years. I also don't understand that paper and I'm also not sure if it correct.
