[Riverside County, CA] AT&T Technician messes up our home electrical system legaladvice

Hello all. Sorry if I'm in the wrong subreddit.

Today my mom scheduled AT&T to come over to our house and install a new modem. I wasn't there when they installed it, but when I came back home, our electrical system was messed up. We had a switch that only controlled the lights, but now that switch controls the entire room. It now controls my computer, refrigerator, fan, etc. Speaking of the refrigerator, it now makes an irritating noise that won't go away. Also, the light doesn't even work anymore. My mom told him to fix it, but apparently he couldn't and told us to seek an electrician to fix it, which, in turn, adds more to the cost.

The technician left a paper that specifically reads "I am personally responsible for your service the first 30 days." It also has information for his supervisor. Should we call their supervisor and let them know that their technician cannot perform a fix and is suggesting that we seek an electrician? I feel as though they should fix what they've broken and NOT charge us extra for their mistake.
